Is It Still Possible to Build a Popular CS 1.6 Community Today?

Hello everyone. I've been thinking about launching a long-term Counter-Strike 1.6 project, but I'm wondering if it's still possible to build a large and active community. I know the game has been around for many years, yet I still see plenty of players online every day. My goal isn't just to open another server, but to create a place where people return regularly, make friends, and enjoy quality gameplay. The problem is that a new server starts with zero players, and it's difficult to attract the first regulars. For those of you who have successfully grown a server, what promotion methods worked best?
